Explanation

として attaches to a noun to state in what capacity something happens: いしゃとして 働く “to work as a doctor”. It also marks what something is known for: おんせんの まちとして ゆうめい “famous as a hot-spring town”. Don't confuse with にとって “from the point of view of”.
