Structure

V-dictionnaire/V-ない + ことになる(décision externe)/ことにする(décision personnelle)

Explanation

Both attach to the dictionary (or ない) form. ことになりました presents the outcome as decided by circumstances or others: ひっこすことに なりました “it's been decided that I'll move”. ことにしました marks your own decision: まいにち あるくことに しました “I've decided to walk every day”. The なる/する contrast (external vs personal) runs through Japanese.
