Explanation

The dictionary form + つもりです expresses a decided plan: 行くつもりです “I intend to go”. The negative attaches to the verb, not to つもり: しないつもりです “I intend not to do it”. Weaker, undecided plans use 〜ようと思っています.

Examples

I intend to go to Japan next year.

I plan to do nothing this weekend.
