Explanation
Put the sentence in plain form and add と思います to give your opinion: 雨が ふると思います “I think it will rain”. と here quotes the thought, like a mental quotation mark. For someone else's visible opinion, use 〜と思っています.
Examples
あしたは 雨が ふると思います。
I think it will rain tomorrow.
この 本は おもしろいと思います。
I think this book is interesting.
